On April 8, 2026, at approximately 4:36 p.m., an officer with the Del Rio Police Department responded to the 400 block of West 8th Street regarding a welfare concern involving a 5-year-old child with facial injuries. The suspect was identified as Francisco Javier Garza.

Upon arrival, Garza initially told officers the child was not at the residence and provided conflicting information about her whereabouts. Officers later located the child at the home and observed visible facial injuries.
While on scene, officers received an emergency call reporting a disturbance at the same location, involving a female being threatened with a handgun and held against her will. Officers immediately detained Garza. An adult female was located inside the residence, stating she had been held against her will since the previous day. She sustained non-life-threatening injuries and was transported to Val Verde Regional Medical Center for evaluation.

The Del Rio Police Department Criminal Investigation Division responded to assist with the investigation. Garza, 24, was arrested and charged with Unlawful Restraint (Exposing to Serious Bodily Injury), Injury to a Child, and Assault Family/Household Member Impeding Breath.
While in custody, Garza became combative and struck an officer in the face. He was subdued and additionally charged with Assault on a Public Servant.
Garza was transported to the GEO Correctional Facility pending magistration.
