Man Found Inside Business Vehicle Arrested on Felony Charges

On April 20, 2026, at approximately 5:10 a.m., officers with the Del Rio Police Department responded to the 100 block of East Gibbs Street for a report of suspicious circumstances at a local business.

Upon arrival, officers learned that a male subject had entered a business vehicle without authorization and was refusing to exit. Officers were directed to the vehicle, where they located the individual identified as Jose Humberto Flores-Uribe, seated behind the steering wheel and speaking incoherently.

Flores-Uribe refused multiple commands to exit the vehicle and was ultimately removed by officers. The owner of the vehicle reported that the windshield had been damaged by the suspect.

Flores-Uribe was taken into custody for Criminal Mischief. A search incident to arrest revealed a THC vape pen in his possession. During an inventory search of his backpack, officers discovered a wallet belonging to another individual, along with a baggie containing a crystal-like substance. The backpack also contained three additional THC vape pens. The crystal-like substance later tested positive for methamphetamine.

Jose Humberto Flores-Uribe, 41 years of age, was charged with Criminal Mischief ($750–$2,500), Burglary of a Vehicle with two or more prior convictions, Possession of a Controlled Substance Penalty Group 1 (4g–200g), Possession of a Controlled Substance Penalty Group 2 (4g–400g), and Fraudulent Use or Possession of Identifying Information (less than 5 items).

Flores-Uribe was transported to the Del Rio Police Department for processing and later released to the custody of the GEO Correctional Facility pending magistration.
