DEL RIO, Texas, — More than $5 million in identifiable financial actions crossed the Val Verde County Commissioners Court agenda during its October 7 meeting, ranging from new debt for county roads to grant applications, contracts, equipment purchases and community funding.
A review of the meeting and official County agenda identified approximately $5,055,987.03 in financial actions.
That figure does not mean Val Verde County spent more than $5 million in cash during the meeting.
The total includes approximately $2.175 million in newly authorized debt, $1.75 million in grants the County was approved to apply for, and approximately $1.13 million in additional agreements, purchases, allocations and revenue movements.
$2.175 Million in New Debt for County Roads
The largest single financial action was the County’s decision to move forward with approximately $2.175 million in tax-note financing for county road projects.
The money would be distributed among commissioner precincts based largely on the number of county-road miles each precinct maintains.
County financial advisers told commissioners the proposed financing is not expected to increase the County’s Interest and Sinking, or I&S, tax rate, and an estimated debt payment has already been incorporated into the County’s 2026-2027 budget.
The final borrowing cost has not yet been established because the County must still receive and review bank bids.
$1.75 Million in Grant Applications
Commissioners also authorized the County to pursue two grant opportunities totaling $1.75 million.
Those include a $1 million CDBG Colonia construction grant and a $750,000 CDBG Community Development grant.
The distinction is important: commissioners approved the County to apply for the funding. The $1.75 million has not been awarded or received.
If either application is successful, the funding would return to Commissioners Court for additional action as the projects move forward.
$551,495 Public Defender Agreement
Commissioners also approved approximately $551,495.34 for the County’s 2026-2027 agreement with the Far West Texas Regional Public Defender’s Office.
The agreement provides indigent-defense services for eligible criminal defendants in Val Verde County.
County officials also discussed an additional $300,000 that has been budgeted for private court-appointed attorneys as older cases work their way through the court system and for cases the public defender’s office cannot handle because of conflicts.
$407,322 Ambulance Purchase
The Court approved the purchase of an ambulance valued at approximately $407,322.46.
A $350,000 Governor’s Office grant will cover most of the purchase, while Val Verde Regional Medical Center is expected to pay the remaining difference.
County officials said the grant money has been placed in an interest-bearing account, with any eligible interest also going toward the ambulance purchase.
Other Financial Actions
Several smaller financial items were also approved or moved during the meeting.
The County approved $75,744 for outdoor sports lighting at the Alcoa Soccer Fields using previously allocated ARPA funding.
Another $68,921.68 in revenue was formally certified into various County accounts. Those funds included insurance and supplemental payments, grant funds, excess proceeds and reimbursements.
Commissioners approved approximately $11,761.56 for five laptops, two computers and two tablets using Colonia Self-Help grant funding.
The Court also approved a $10,000 contribution to the City of Del Rio for the home-delivered meal program.
Belong of Del Rio received $2,500, while commissioners approved $2,200 in Hotel Occupancy Tax funding for the Fiesta de Amistad Car Show after organizers initially requested $7,550.
An approximately $1,041.99 street-light installation was also included among the financial items considered during the meeting.
What the $5.05 Million Figure Means
Excluding the two grant applications, approximately $3,305,987.03 in identifiable dollar-value actions were approved, authorized, purchased, allocated or moved during the meeting.
Adding the $1.75 million in grant applications brings the total value of identifiable financial actions considered to approximately:
$5,055,987.03
However, the categories are not interchangeable.
Debt is money the County intends to borrow and repay. Grant applications represent funding the County is seeking but has not yet received. Certified revenue represents money being formally recognized or moved into County accounts, while purchases and agreements represent authorized expenses.
For that reason, the October 7 meeting should not be characterized as the County simply “spending $5 million.”
The meeting instead shows more than $5 million in financial activity moving through several different stages of the County’s budgeting, borrowing, grant and purchasing processes.
The documented total may also not represent every dollar associated with the meeting. Commissioners approved bills for payment and other contracts whose complete dollar values were not stated in the meeting discussion or agenda.
