Jose Armando Dominguez, Male, Age 27
MISSING GIRL FOUND, SUSPECT ARRESTED – Del Rio, TX – A missing underage female has been found safe, and a suspect is in custody following an investigation by the Del Rio Police Department. The investigation began on March 22, at approximately 10:00AM, when Detectives responded to a report of a missing juvenile at a residence in the 200 block of East 4th Street. The juvenile's guardian reported that she had not seen her daughter since approximately 10:00PM on March 19– roughly 60 hours prior to filing the missing person’s report. Allegedly, the juvenile had left her residence without permission and police discovered she had been staying with Dominguez.
After 2 days of investigation, on March 24, DRPD Detectives located the juvenile at a residence in the 500 block of Ave D. Their investigation revealed that the homeowner, Jose Armando Dominguez Jr., 27, had engaged in sexual intercourse with the juvenile multiple times at his residence. DRPD stated, the female was found “sleeping inside the residence... the female did not report any criminal activity to police.” Dominguez was arrested on the charge of Sexual Assault of a Child, as well as three outstanding warrants from Bexar County for drug possession, fraud, and theft. He is currently being held at the GEO Correctional Facility.
Reference statute Texas Penal Code Section 22.011(a)(2) defines sexual assault as a second-degree felony, specifically targeting acts involving a child under 17, including penetration, regardless of the actor's knowledge of the child's age.

Andres Esquivel, Male, Age 17
Arrested for 2 charges of Terroristic Threat Cause Fear of Immediate Bodily Harm. Officers responded to W. De La Rosa Street in pursuit of a reported “male subject with a gun that threatened other subjects.” Allegedly, Esquivel fled the scene prior to police arrival, but witnesses were able to identify the vehicle and provide a description to police. Officers located Esquivel in a Ford Expedition with one other subject in the vehicle. Police detained them both but only arrested Esquivel. While officers were chasing after the vehicle, other officers remained at the scene at W. De La Rosa Street and “located the ‘gun’ which was found to be an airsoft gun.”
Reference statute Texas Penal Code Section 22.07(c) is a misdemeanor offense which deals with terroristic threats, specifically threatening to cause serious bodily injury, or preventing the use of a public place with the intent to cause fear or disruption.

Anthony Zapata Barboza, Male, Age 25
Arrested for Class C Theft. His listed offenses also include Terroristic Threat Cause Fear of Immediate Bodily Harm. Allegedly, Barboza shoplifted a 24oz Beer Can from the Stripes gas station on E Gibbs Street, and “fled the scene and threatened the passerbyers of serious harm/death” while he was running away from the Stripes. Barboza jumped over a residential fence into private property before being apprehended and detained by Del Rio Police.

Vanessa Eugene Salinas, Female, Age 41
Arrested for Injury To Elderly/Disabled. Incident report states, “the caller stated his daughter threw a rock at his head causing pain and injury.” DRPD press release states, “Upon arrival, police detained Salinas who was acting disruptive. Police met with the victim who reported being stuck by Salinas in the head with a large rock… police also located the rock that was utilized in the assault. Police learned the victim was 70 years of age, enhancing the assault charges to a felony offense.”

Juan Quiroz, Male, Age 30
Arrested for 2 charges of Assault Causing Bodily Injury. Allegedly, Quiroz was attempting to seize a woman and her children from a private residence, the children's grandfather tried to intervene and was injured. Quiroz listed offenses also include Harassment of Public Servant. Quiroz was intoxicated at the time of the arrest. After riding in the back of the patrol car and arriving at the station, he began to vomit and directed his bodily fluids towards the arresting officers. The incident report states, “as officers were transferring the male from the marked patrol unit to the holding facility, the male leaned forward placing his head on officers and proceeded to throw up. Officers were able to wash off the throw up with a water hose and place the male in a cell.”
